Fraud Scam Target Asians


The San Francisco Police Department Fraud Section is alerting the public of an e-mail scam that targets the Asian community. In this scam, the recipient will receive an e-mail by a  Peter Wong, who claims to be the director of operations for Hang Seng Bank, Ltd. in Hong Kong. In the e-mail Wong writes that a client, one Major Fadi Basem with the Iraqi army, has twenty-four million five-hundred thousand dollars in this bank and that Major Basem and his family have been killed during the Iraqi conflict, leaving no beneficiaries to claim this large sum of money.

Wong claims that this money will go to the Chinese government if there is no claim. Wong states in the e-mail that he will arrange to have certain documents falsified to reflect that the recipient of the e-mail is a family member and therefore entitled to the money. For this service, he will divide the money, with 40% going to the recipient of the e-mail.

This portion of the e-mail message constitutes the bait. If the recipient contacts him with name, address and telephone number, Wong will send another e-mail requesting personal information, including banking information. In some cases there will be a request to wire money to help in facilitating the transfer of funds, or for bribes.

Persons receiving such an e-mail should not respond but to contact the Fraud Section and the F.B.I. through its Internet Crime Complaint Center at www.ic3.gov.
