San Francisco Police Arrest Man In Curb-Painting Scam


San Francisco Police arrested a man last Tuesday, January 9, for impersonating a Department of Parking and Traffic employee and collecting money for painting the curb green for limited parking in front of the victim's business.

Clarence Jackson, 51, was arrested for soliciting and receiving money from a merchant located on Ocean Avenue. Jackson initially approached the merchant in December 2006 when he claimed to have locked his keys in his car and needed $125 for a locksmith. Wanting to help, the merchant gave him the money. Later that day, Jackson returned and repaid the merchant $30. Jackson told him that he worked for DPT and that, in return for the balance owed, he would paint the curb in front of his business green. Over the next several days, Jackson returned to the business asking for additional money, and the curb was never painted. On January 9, Jackson returned to the merchant and asked him to fill out a DPT Color Curb application (readily available at the counter in the DPT office) and asked for an additional $53  fee.

Fraud inspectors became aware of this scam in May 2005 and had been conducting an investigation into Jackson prior to his arrest. There were 11 police reports already on file from merchants that became prey to Jackson's scam. Many of the victims had said that Jackson had been wearing a DPT baseball cap and a vest with DPT printed on it. The merchant victims are located in the Mission, Taraval and Ingleside districts.

Jackson was charged with 39 felony counts of theft, burglary and false impersonation of a government employee. Police request that persons who had been approached by Jackson and who had paid him to have the curb in front of their business painted to contact Inspector Marvetia Richardson of the Fraud Section, 553-1521.
