San Francisco Police Arrest Four Suspects In July 31 Homicide

San Francisco Police arrested four suspects yesterday in connection with the murder of Ivan Miranda, 14, which occurred on July 31, 2008 on Lisbon Street in the Excelsior District. Taken into custody were Cesar Alvarado, 18, and Walter Chinchilla, 22, both of San Francisco, and two San Francisco juveniles, 16 and 17 years old.

The suspects were charged with murder, two counts of armed robbery, and one count of attempted robbery. The two adult suspects were also charged in a federal 52-count Racketeer Influenced and Corrupt Organizations (RICO) indictment targeting the violent street gang,

MS-13.

In this gang investigation, the SFPD partnered with Immigration and Customs Enforcement (ICE) personnel, the U. S. Attorney's Office and other state and local agencies. Twenty-nine individuals were indicted as part of this investigation. The indictment alleges that members of the MS-13 gang engaged in a variety of criminal offenses, including murder, attempted murder, assault, robbery, extortion, witness tampering, narcotics trafficking, and the interstate transportation of stolen vehicles. The investigation linked the defendants to violent acts committed in San Francisco and elsewhere.

In addition, as part of the ongoing federal investigation, federal officials arrested Guillermo Herrera for the murder of Armando Estrada, 30, that occurred on July 11, 2008 at 20th and Mission streets. ICE, working in conjunction with San Francisco Police Department Homicide inspectors and Gang Task Force members, were able to effect these homicide arrests and continue to investigate other homicides that have occurred in San Francisco.
