Subject: San Francisco Police Officer-Involved Shooting

On Saturday, September 5, 2009 in the Ingleside District, San Francisco Police officers responded to a disturbance on the unit block of Raymond Street. The responding officers had been notified that there was an Asian man with a knife, threatening other tenants in the residence, and one victim had been stabbed.

At 4:24 am, officers responded to Raymond Street on a call of a suspect threatening roommates with a knife. Upon arrival, they contacted the 911 caller who came downstairs to open the door. When the front door to the residence was opened, the officers saw a person matching the suspect description armed with a cleaver. The person complied with the officer’s orders to put the cleaver down. He complied and he was identified as the land lord and person that had called police, and he was moved to a place of safety. The officers saw the suspect at the top of the stairs holding a meat cleaver. The suspect was given verbal commands in both Cantonese and English to drop the cleaver, and he refused to comply with the orders. The suspect stated in Cantonese that the officers would have to shoot him. Over approximately the next 37 minutes the Officers tried to convince the suspect to comply with their instructions, but he refused. The officers contained the suspect in the apartment and after repeated attempts to get the suspect to surrender his weapon; the Extended Range Impact Weapon (Less than lethal, sock type projectiles) was deployed, and connected with the suspect, but appeared to have no effect on him.

The suspect then charged at the officers with the meat cleaver, in a threatening manner, and the officers believed their lives were in immediate danger. One officer fired one shot, and the suspect was taken into custody. He was transported to San Francisco General Hospital, and died at 5:48 am.
