Under the Police Commission Rules of Order, during the Public Comment, Commissioners are not to enter into debate or discussion with speakers.)

Discussion and possible action to authorize the Chief of Police to develop modifications of Department General Orders 5.01, “Use of Force” and Department General Order 10.02, “Equipment,” to include the use of Conducted Energy Devices (CED), and to develop policies, practices, training and implementation programs consistent with professional best practices and contemporary technology, relying upon recommendations from the Department of Justice’s Office of Community Oriented Policing Services and the Police Executive Research Forum, subject to the final approval of the Police Commission (ACTION ITEM)

5. Discussion and possible action to approve the San Francisco Police Department’s budget for fiscal year 2010/2011 (ACTION ITEM)

6. Discussion and possible action to approve the Office of Citizen Complaints’ budget for fiscal year 2010/2011 (ACTION ITEM)

Administrative Code Section 67.10(b) and Penal Code 832.7:

PERSONNEL EXCEPTION: Discussion and possible action to take off calendar indefinitely the disciplinary charges filed in Case Nos. JCT C06-188, KMO C08-150, JWA C09-017, JWA C09-126 & JWA C09-209. Member involved submitted his resignation from the Department, effective July 1, 2010. Said disciplinary charges will be placed back on calendar should said member be within the jurisdiction of the Police Commission in the future (ACTION ITEM)

b. Pursuant to Government Code Section 54957(b)(1) and San Francisco

Administrative Code Section 67.10(b) and Penal Code 832.7:

PERSONNEL EXCEPTION: Discussion and possible action to accept or reject Stipulated Disposition of disciplinary charges filed in Case No. ALW C07-023 (ACTION ITEM)

c. Pursuant to Government Code Section 54957(b)(1) and San Francisco

Administrative Code Section 67.10(b) and Penal Code 832.7:

PERSONNEL EXCEPTION: Discussion and possible action to accept or reject Stipulated Disposition of disciplinary charges filed in Case No. JCT C06-184 (ACTION ITEM)

d. Pursuant to Government Code Section 54957(b)(1) and San Francisco

Administrative Code Section 67.10(b) and Penal Code 832.7:

PLEASE NOTE: The Police Commission will be holding a Special Meeting this month at a location other than City Hall.

1. The Commission will hold its Community Meeting in the Mission District, at the Eureka Valley Recreation Center, 100 Collingwood, San Francisco, at 6:00 p.m., on Wednesday, February 24, 2010, to hear comments from the public and Mission Station Captain Gregory Corrales concerning public protections issues in the Mission District

The Commission will hear public comment on all agenda items before or during discussion of the item. The period of time allowed for public comment may be modified by the Chair in the interest of fairness to all those wishing to address the Commission.

Please be advised that the Chair may order the removal from the meeting room of any person(s) responsible for the ringing or use of a cell phone, pager, or other similar sound-producing electronic devices.
